Upon receiving registration, RTOs must manage various responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, with validation being a notably arduous task.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Put simply, validation checks which parts of an RTO's assessment process are accurate and spots areas for enhancement. A proper understanding of its main elements can make validation less daunting.

The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.

We are required by the standards to carry out two types of validation.

The first kind of assessment validation ensures your RTO's assessment adheres to the training package requirements within your scope.

The next type of validation confirms assessments are carried out following the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

The Basics of the Two Types of Assessment Validation

The Essence of Assessment Validation

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

Here, we will concentrate on assessment tool validation.

Steps to Perform Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

Appropriate Times for Assessment Tool Validation

The aim of assessment tool validation is to make sure that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.

You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.

Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:

- resources are updated
- you add new training products on scope
- course is reviewed by you against training product updates
- identify your learning resources as a risk during your risk assessment

ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

Remember, this validation aims to ensure all learning resources are compliant before use. All RTOs are expected to validate all unit resources.

Key Resources for Assessment Tool Validation

Educational Resources

To conduct assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.

Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.

Validation Committee

Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.

The members of your validation panel must collectively have:

Vocational competencies and industry skills pertinent to the unit being validated

Recent knowledge and expertise in vocational teaching and learning

One of these training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool aids both the validation process and documentation. It simplifies seeing how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can act as evidence that you have validated your resources before they are used by students.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.

Assessment Principles
Fairness – Is equal opportunity and access guaranteed for everyone in the assessment process?

Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?

Validity – Does the assessment test what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Essential Rules of Evidence

Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool verifying that the work belongs to the candidate?

Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that do not meet some unit requirements, make sure to follow these guidelines:

Practice Your Teachings

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

change nappies

prepare bottles, bottle-feed babies and sanitize equipment

prepare solids and feed babies

appropriately respond to infant signs and cues

settle infants for sleep and prepare them

monitor and promote age-appropriate physical exploration and gross motor skills

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

All or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?
Clarify Further

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What information might be included in a work package?

The answer could include:

Obligatory resources

Appropriate costs

Time allocated for activities

Assigned functions and responsibilities

If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:

Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.

Possible answers could include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolation, use of engineering controls, administrative controls

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolation, use of engineering controls, administrative controls

Equipment or machinery – isolating, engineering controls, administration

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.

Given these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees require waiting for an audit to rectify noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
